A friend of mine is currently on the QM2 around the Med. (lucky bastard!)

When they docked in Gibraltar (at least I think it was Gibraltar)... they all took lifeboats into shore for the day. Why can't the big cruise ships do that in Bermuda?

..sorry.. not really on the point but just thought i'd ask!

Sounds like a better idea than a $35m dock.

"Yesterday one construction firm owner questioned the fairness of the tendering process for the new Dockyard cruise ship pier.


He acknowledged that his company had been invited by Entech to supply a company profile - but was given no time to prepare its submission.


He also pointed out that the invitation was made only recently - yet understood that Correia Construction began preparatory work on the project as early as last year.


“We knew that this was going to happen - the writing was on the wall,” he said.


“We were just given a few days to put in our company profile but they’ve known about this job for two years.


“We all know that this sort of thing used to go on under the United Bermuda Party but they were more covert. There’s a difference in style between this Government and the last one."

I've been reading about the construction of Hawaii's new ferry/cruise ship terminal. The 12,000 square foot terminal accommodates up to 1,700 people. The cost? $4.1 million.

Anyone care to guess how much over the $35m Bermuda's little dock will go?

But i'll guarentee that this project goes well over triple what they've stated it will cost.

I could be wrong...but i doubt it  Cool

Grant Gibbons wrote an excellent letter in today's RG. The one key point he made that should be remembered by all - UBP, PLP and everyone in between - is that the Brown One is the sole decision maker in the current government. He's taking everyone for a ride and anyone who is getting any sort of contract with the government is tainted. I have been told that some very top class people who were willing to bid on some of the contracts here have backed off. Their reputations are far too important to be sullied by obvious acts of cronyism and done deals, or better known as corruption.

And yet when you listen to him on the news discussing unsavoury topics, he always refers to the decision being made by his cabinet/relevant ministry.

on the other hand, when it's good news, it's "I did this.............."

On projects of this scale the client (in this case the government) appoint a project manager to advise them upon procurement route and to arrange the development i.e arrange designers and other consultants plus arrange, run and police the tendering process.

So why does it say in the paper……….?
“Government appointed construction firm Entech Ltd. as project manager. Yesterday Entech manager Frank Reed declined to discuss the tendering process, saying that only Government could comment on the matter. “

Normally I would expect the project manager to be the one defending the tendering process and defending the integrity of their client. The fact the project manager is refusing to talk speaks volumes.  IMHO it shows that the government not the project manager was calling the shots and running the tendering process, which contradicts their professional relationship.

Back in the real world this sort of thing is relatively common in the private sector, where construction contract are agreed on the golf course. The big differences being that normally the stitched up is done by the project manager, not the client and that its not blatant to the other tenders that there’s been a stitch up.

However in the private sector this never happens. All those involved in the tender are demand to be transparent and professional. I worked on a project where the project manager mentioned to one of the quantity surveyors by accident the most trivial unimportant bit of information that strictly speaking they shouldn’t have known. Rather than appear corrupt the contractor removed the tender. I was a bit annoyed because I was sure we would win the bid and it had been the project manger, not us who had made the mistake. Sigh, such is life.

Don’t know about Bermuda legal system but back in the Europe projects over $6million are governed by the EU Public Procurement Regulations and for smaller jobs every local council have their own tendering rule to issue fairness of tenders. If the rules are not followed then normally the job goes back out to tender.
